Partna Housing - Scattered Housing Trust Model Design

This project will examine the feasibility of a new trust structure for holding scattered-site housing, through a pilot called Partna. Partna provides financing (private, charitable, & government), planning, and other supports to create affordable housing through partnerships with homeowners to form a scattered community housing trust. These partnerships use financial tools, policies, and incentives to build affordable housing through new storeys, basement improvements, laneway home construction, or other improvements. The scattered portfolio will be managed through new coownership, lease, and other types of agreements. Other scattered trusts include those listed in the attached academic research by the University of Toronto and Boston University. The approach aligns with the NHS knowledge mobilization framework to build public awareness of evidence-based practice/police alternatives, as Partna coordinates with local community groups CP Planning has relationships with  W9, 12, 19.
